Although riding recurved bows were known they could not overcome chariot force separately. Only combination factors allowed fielding large efficient troops was practiced Scythians became success Achaemenid Empire. Survival late Seleucid times possible because changing their tactical function from highly shooting platform heavy, at least partially, armored terror shock weapon.
